This EMN study examines the implementation of the Temporary Protection Directive (TPD) in 2023 across EMN Member Countries, offering insights into developments, challenges, and good practices. The study highlights the Directive’s critical role in providing protection to displaced persons from Ukraine following Russia’s aggression, which led to unprecedented levels of migration to the European Union.
The activation of the TPD marked a historic first, establishing a coordinated EU response to the crisis. It set out provisions for temporary protection for Ukrainian nationals, stateless persons, and third-country nationals who fled Ukraine, ensuring access to rights, shelter, and essential services. The Directive’s framework also allowed for Member States to extend the scope of protection and introduced operational tools like the Temporary Protection Registration Platform and the Solidarity Platform Ukraine to enhance coordination and support.
In 2023, the focus shifted from emergency responses to addressing mid-term challenges, such as ensuring long-term access to the rights granted under the TPD and supporting vulnerable groups, including unaccompanied minors. Key developments included extensions of the protection period, measures for labour market integration through initiatives like the EU Talent Pool Pilot, and enhanced collaboration through platforms for data sharing and operational planning.
