European Migration Network – OECD – Council of Europe joint inform “Language and literacy support measures for adult beneficiaries of international protection”

This inform has been produced jointly by the European Migration Network (EMN), the Organisation for Economic Co-operation and Development (OECD) and the Council of Europe (COE). This inform was prepared on the basis of national contributions from 24 EMN NCPs collected via an AHQ developed by the EMN NCPs to ensure, to the extent possible, comparability. The information contained in this inform refers to the situation in the abovementioned EMN Member and Observer Countries up to January 2025.

Proficiency in the language of the host country is a key component for the integration of beneficiaries of international protection (BIP), as it facilitates social participation, social interactions and social links that can foster social cohesion, as well as education and labour market integration. In 2021, three in four Europeans considered speaking the official language of the host country the single most important integration factor for migrants. BIP generally face more integration challenges compared to other immigrants for a variety of reasons, which are related to their socio-demographic profile and the conditions in which migration has occurred. Certain challenges are gender-specific, with female BIP facing additional (structural) barriers and stereotypes.
