Important developments in 2025
Luxembourg adopted its first National Strategy for Asylum and Migration Management
The Government Council approved Luxembourg’s National Strategy for Asylum and Migration Management on 22 October 2025.
The strategy:
- supports implementation of the EU Pact on Migration and Asylum;
- covers asylum, migration, border management, reception, integration and contingency planning;
- aims to strengthen the resilience of the national asylum and reception system while safeguarding fundamental rights.
New measures to attract and retain international talent
Several important developments were introduced to improve Luxembourg’s attractiveness for highly skilled third-country nationals:
- Bill 8586 proposes reducing the maximum processing time for single permits from 4 months to 90 days.
- Easier procedures for changing employers.
- Better protection during periods of unemployment.
- Restrictions limiting workers to one occupation during the first year would be removed.
- The minimum salary threshold for EU Blue Cards was updated to EUR 63,408.
Continued digitalisation of nationality procedures
Since July 2025, applicants can digitally track the status of their Luxembourg nationality applications.
Applicants now receive automatic notifications whenever their file progresses, improving transparency and communication between applicants, municipalities and the Ministry of Justice.
