This updated EMN Inform examines how EU Member States and Observer Countries have implemented alternatives to in-kind housing for applicants for international protection between 2020 and 2025. It explores the use of financial allowances, the eligibility criteria applied, how essential services are provided to applicants living outside reception centres, and the monitoring systems in place.
The Inform identifies both nationally fixed-rate and locally determined approaches to calculating allowance amounts, and highlights good practices across Austria, France, Poland, Germany, Cyprus, and Ireland
