Under the Screening Regulation, Member States are required to establish an independent mechanism to monitor compliance with fundamental rights during the screening of applicants for international protection at external borders. In Luxembourg, the national Ombudsman has been designated to carry out this role, including overseeing the screening of unaccompanied minors.
The Luxembourg Ombudsman for Children and Youngsters (OkaJu) is interested in understanding how this monitoring mechanism will be implemented across the Member States and what role Ombudsmen for Children are expected to play in its implementation. To support this objective, EMN Luxembourg launched this ad-hoc query.
The information collected through the ad-hoc query will be used to prepare EMN Luxembourg’s National Inform on this topic.
The initial findings of the ad-hoc query were presented at the joint event organised by EMN Luxembourg and OkaJu, Children in Migration – Ensuring the Best Interests of the Child in the Implementation of the Pact, held on 25 June 2026.
