1. I have just arrived in Luxembourg, which steps do I need to follow?
The government has set up a reception centre for people fleeing the war in Ukraine.
The Emergency primary reception center, open 24/7, is located at Rue Tony Rollman L-2454 Luxembourg-Kirchberg у місті Люксембург.
This centre offers shelter for the first few days, meals and basic
necessities to people wishing to apply for temporary protection in
Luxembourg, but also for those wishing to move to another European
country. After the first few days, you will be directed to other
governmental structures.
All displaced persons arriving in Luxembourg from Ukraine, including
those staying with in private households, are asked to contact the
Directorate of Immigration of the Ministry of Foreign and European
Affairs by e-mail (immigration.desk@mae.etat.lu) to submit this duly completed form. This is your application for temporary protection.

The Directorate of Immigration will then contact you with respect to your application for temporary protection and to schedule an appointment.
Please note that you must appear at appointment with your entire family and with all necessary documents.
Please note that you can only be seen by the Directorate of Immigration when you have an appointment. Please do not show up spontaneously.
2. Do I have to physically go to the Directorate of Immigration?
You do not have to physically appear at the Directorate of
Immigration. However, for your own safety, all people displaced by the
war in Ukraine are requested to register with the Directorate of
Immigration of the Ministry of Foreign and European Affairs before or
after their arrival in Luxembourg via e-mail with their contact details using the form to be downloaded here.
This also applies to people staying in private households (please do
not accept any private offers for housing or transportation, please
always go through Caritas or the Red Cross).

The Directorate of Immigration will then contact you and schedule an appointment for the submission of your application for temporary protection.
3. Where will people from Ukraine be housed in the longer term?
After accommodation in the reception centre, persons granted
temporary protection may be provided with accommodation in a state
collective accommodation facility.
4. Who is eligible for temporary protection?
In order to be eligible for temporary protection, a person must have resided in Ukraine before 24 February 2022 and must have left the country since 24 February 2022,
or shortly before (i.e. persons who fled Ukraine shortly before 24
February 2022, when tensions were rising, or who found themselves in the
territory of the European Union (e.g. on holiday or for professional
reasons) just before that date and who, due to the armed conflict,
cannot return to Ukraine). You can find additional information from the

5. For how long are people granted temporary protection status?
Temporary protection is granted in a first phase for an initial
period of one year from the date of activation of the mechanism at EU
level, i.e. until 4 March 2023. The date of the end of validity of the
initial period is marked on the temporary protection certificate.
This initial period may be automatically renewed for six-month
periods for a maximum of one year. People who have registered with the
Directorate of Immigration will be informed in due course of the
arrangements for extending the validity of their certificate.
6. Do Beneficiaries of Temporary Protection have the right to work in Luxembourg?
Temporary protection status gives you the right to work in Luxembourg.
Beneficiaries of temporary protection are exempted from applying for a temporary occupation permit and can therefore freely access the Luxembourg labour market, without the need for a specific authorisation, as long as their temporary protection attestation is valid.
As soon as you have formally obtained their temporary protection status, you can also register as a job seeker with the Employment Development Agency (ADEM). Beneficiaries of temporary protection status can contact ADEM by e-mail (info@adem.etat.lu) or by telephone (+352 247 88888).
Employers who wish to hire people who have fled the war in Ukraine can contact the Employers’ Service directly (+352 247-88000, employeur@adem.etat.lu).

7. Whom should I contact if I want my children aged between 3 and 19 to attend school in Luxembourg?
Children from Ukraine have the right to access the education system under the same conditions as Luxembourg nationals.
The Department for the Schooling of Foreign Children (Service de
scolarisation des enfants étrangers, SECAM) of the Ministry of
Education, Children, and Youth (Ministère de l’Education nationale, de
l’Enfance et de la Jeunesse) provides information on the Luxembourg
school system and helps to find the right class and school for the child
concerned.

8. Do people from Ukraine have to register with the commune?
Yes, people coming from Ukraine have to report to the local
administration of their place of residence in Luxembourg to make a
declaration of arrival, at the latest after having obtained the
temporary protection status.
9. I have just arrived from Ukraine and I need medical assistance
The emergency reception centre SHUK (Structure d’hébergement d’urgence au Kirchberg), 11, rue Carlo Hemmer in Luxembourg-City, which is open 24 hours a day, has a medical office for initial medical care of everyone who is accommodated there.
In case you need medical attention outside of the hours of this
medical office, people in need of care are asked to go to a Maison
Médicale or, in case of emergency, to the hospital on duty.
In general, the Maison Médicale in Luxembourg-City offers
consultations by general practitioners – people from Ukraine can receive
treatment there even without CNS membership or registration.
Arrangements have been made to avoid having to pay for hospital care for people who are not yet affiliated.

10. Can a person with temporary protection status issued here in Luxembourg return to Ukraine?
Beneficiaries of temporary protection may at any time renounce this protection and voluntarily return to their country of origin.
In this case, the Grand Duchy of Luxembourg will take the necessary
measures to make this return possible. You, in turn, must then inform
the ministry of your intentions to leave the country to end the
temporary protection status.
11. I fled with my pet. What do I need to know?
Pets entering the EU from Ukraine are subject to certain
identification and vaccination requirements. In view of the situation,
the European Commission, in cooperation with the Member States, has
decided to derogate from these conditions in order to facilitate the
entry of refugees with their pets.
However, you need to register your pet(s), by downloading and filling out this registration form.

Are pets allowed in the emergency shelter?
Pets are allowed in the
primary reception centre, where a special area has been set up for
them. The Veterinary Administration will visit the emergency shelter to
take care of the regularisation of the animals. The practical
arrangements for this are being put in place.
12. Is there a Luxembourg diplomatic mission in Ukraine or in neighbouring countries (Romania, Hungary, Slovakia, Poland)?

13. When and how do I bring a car imported from Ukraine into compliance in Luxembourg (insurance, certificate, etc.)?
Anyone who moves to Luxembourg must register their vehicle in Luxembourg within 6 months of the date of arrival.
