The aim of this EMN Luxembourg inform is to shed light on the critical issue of ensuring the protection of children without parental care across EMN Member States. Regardless of their nationality or residence status, children who find themselves unaccompanied by their families are entitled to special protection and assistance from the State. While EU law recognizes the significance of guardianship and legal representation for safeguarding the well-being of unaccompanied minors, a universal definition for the concept of a guardian remains elusive.
