Multistakeholder meeting “A Decade of Cooperation on Statelessness: From Knowledge Exchange to Future Action”, 25 November 2026

Established in 2016 following the Justice and Home Affairs Council Conclusions of 3-4 December 2015, the EMN Platform on Statelessness (the Platform) provides a forum for Member States and key stakeholders to exchange knowledge, share experiences and discuss developments relating to statelessness in Europe. Over the past decade, the Platform has brought together policymakers, practitioners, international organisations, researchers and civil society representatives to strengthen mutual understanding of statelessness and promote cooperation. 

The 10th anniversary of the Platform provides an opportunity to reflect on the progress made over the past decade, highlight the value of sustained dialogue and cooperation, and consider future priorities. During this period, important developments have taken place, including increased attention to the identification and protection of stateless persons, improvements in data collection and research, and the introduction of provisions on statelessness within the EU Pact on Migration and Asylum. 

This event will combine reflections on ten years of the Platform with the presentation of the latest EMN Inform “Statelessness in the European Union, Norway, Georgia and Serbia”, followed by a discussion on the evolving challenges and opportunities related to statelessness in Europe. Bringing together representatives of Member States, EU institutions, international organisations, academia and civil society, the meeting aims to reaffirm the importance of continued cooperation and identify priorities for the years ahead. 

What to expect from the event:

  • celebrating 10 years of the EMN Platform on Statelessness (the Platform);  

  • presenting the EMN Inform “Statelessness in the European Union, Norway, Georgia and Serbia”; 

  •  bringing together the Platform members and stakeholders; and  

  • providing an exchange opportunity on where the Platform should go next.
