This updated EMN Inform provides a comprehensive overview of developments in the field of statelessness across participating EMN Member and Observer Countries, covering the period up to 31 October 2025. It builds on previous editions of the documents and reflects legislative, policy and practical developments that have taken place since the publication of the last Inform in 2023.
A notable addition to this edition is the new chapter on Statelessness in the EU Pact on Migration and Asylum, which examines the relevance of statelessness considerations within the framework of the Pact and highlights emerging developments in this area.
Serbia has contributed to the Inform for the first time, marking an important step in broadening the scope of information and exchange among EMN Member and Observer Countries on statelessness-related issues.
