We have the pleasure of publishing the EMN Luxembourg Inform on “Monitoring Fundamental Rights of Unaccompanied Minors during the Screening Procedure“.
This Inform presents the findings of the EMN Ad-Hoc Query 2026.22, requested by the EMN National Contact Point Luxembourg on 15 April 2026 on behalf of OKAJU. The initial compilation was finalised on 5 June 26 with responses from 22 Member States. This revised version incorporates a full legislative verification carried out against adopted national legislation, parliamentary bills, and government proposals as of 5 June 2026:
The Inform also outlines the EU legal framework applicable from 12 June 2026, highlighting the requirements of the Screening Regulation (EU) 2024/1356 and the Asylum Procedures Regulation (EU) 2024/1348. These instruments require Member States to establish independent monitoring mechanisms to safeguard fundamental rights during screening, with particular attention to the best interests of the child and the protection of unaccompanied minors. For the Ad-Hoc query, only the Screening Regulation was considered.
